Should I complete my manuscript first?

Probably not.

When selling nonfiction, it’s often preferable not to have written the whole book. Prospective editors and publishers will want a chance to influence an author’s thinking about the structure, content and style of the final book to make it as appealing as possible to its target audience.

What’s more, editors just don’t have the time to read entire manuscripts, and often end up passing over those that are submitted. 

They'd rather see an impressive submission package consisting of an introductory pitch; a survey of the market and competition; wordlength, illustration and delivery details; a brief biography; a table of contents; chapter summaries; and a writing sample.
